Vladimir A. Kartashkin

Vladimir Alexeevich Kartashkin Doctor of Laws, Professor, Chief Researcher of the Human Rights Sector, Institute of State and Law, Russian Academy of Sciences (Moscow, Russian Federation). He has authored over 280 articles published in Russia, France, Austria, Germany and the United States.

Prof. Kartashkin for over 10 years worked at the United Nations as an employee of the Human Rights Division, and then became a Special Advisor to the UN Under-Secretary-General for Legal Affairs. In 1996-2002 he was Chairman of the Commission on Human Rights under the President of the Russian Federation. In 1998 he was appointed member of the UN Sub-Commission on the Promotion and Protection of Human Rights, and after its reorganization he was elected member of the UN Advisory Council on Human Rights. He prepared reports for the United Nations on a range of human rights issues.

1952 – Graduate of the Faculty of Law of the Moscow State University.

1964 – PhD in International Law, Institute of State and Rights of the Russian Academy of Sciences.

1967 – French Diploma in Comparative Law, Strasbourg University.

1978 – Doctor of Laws, Institute of State and Rights of the Russian Academy of Sciences.
