In 1976-81. - Secretary of the Tyumen city committee of the CPSU, head of the department of the Tyumen regional committee of the CPSU. In 1981-89. - Member of the Board of the USSR Ministry of Justice. 1989 - Consultant of the State Legal Department of the Central Committee of the CPSU.

Participated in the work on the draft law on public associations of citizens.

He considered all categories of criminal and civil cases, each of which he considers important.

Author of 56 scientific works on the problems of legal education.
