Marat Aldangorovich Sarsembaev

Doctor of Laws, Professor, Honorary Citizen of Houston (Texas, USA) - 1991. In 1995, the winner of the International Prize of the Soros-Kazakhstan Foundation for the university textbook on International Law. In 1997, Winner of the US Fulbright Program for working out the scientific problem of property in Kazakhstan, American and international law. In 2015, he was awarded with the Medal "For Contribution to the Creation of the Eurasian Economic Union". Additionally he was awarded with a number of state awards of the Republic of Kazakhstan, including the Medal "Eren Eugene Ushin" (2006) and the Order of Kurmet (2011). Rewarded with the Letters of Commendation from the President of the Republic of Kazakhstan for active participation in the work of the OSCE (2010) and for public service and academic activities in the higher education system of the Republic of Kazakhstan (2017).

Education

In 1969 graduated with honors from the Faculty of English at the Almaty Institute of Foreign Languages;

In 1973 graduated with honors from the Faculty of Law of the Kazakh State University named after SM Kirov;

In 1978 graduated from the Moscow State Institute of International Relations of the Foreign Ministry of the USSR, with the PhD (Candidate of sciences) thesis on the topic: “The sovereignty and international legal personality of the Union republics (criticism of bourgeois concepts on the example of the Kazakh SSR)”. (International Public Law);

In 1993 graduated from the Institute of State and Law of the Russian Academy of Sciences, with the doctoral thesis on the topic: “International legal issues in the history of Kazakhstan and Central Asia (from the 15th century to the present)” (International Public Law)

Career

8.1969-12.1969 – Teacher of English in the V.I. Lenin secondary school of Uch-Aral village, Alakulsky district, Taldy-Kurgan region;

02.1971-04.1971 – English teacher in secondary school №6 of Tekeli city, Taldy-Kurgan region;

1973-2000 – Assistant, Senior Lecturer, Associate Professor, Professor, Dean of the Faculty of Law, Head of the Department of International Law, Al-Farabi Kazakh National University;

1998-2002 – Rector of the Daneker Institute of International Law and International Business;

2002-2005 – Director, Dean of the Faculty of Law of the L. N. Gumilyov Eurasian National University;

2014-2016 – Leading researcher of the grant of the Ministry of Education and Science of the Republic of Kazakhstan for the fundamental research “Legal aspects of the development of the agro-industrial complex of the Republic of Kazakhstan in the context of WTO accession and the formation of the Eurasian Economic Union”.

2007-2017 – Member of the Central Election Commission of the Republic of Kazakhstan;

Currently, Professor of the Department of International Law of the L. N. Gumilyov Eurasian National University and a member of the Scientific Advisory Council at the Constitutional Council of the Republic of Kazakhstan.

International projects / work in international organizations

2010 – The Personal Representative of the OSCE Chairman-in-Office;

January-December 2012 – member of the UN Human Rights Committee.

Participation / organization of international scientific conferences

On December 5, 2015 took part in the international webinar with the official representatives of the EAEU on the topic: “Some issues of the functioning of the agro-industrial complex of the Republic of Kazakhstan in the context of WTO accession and the formation of the EEU”.

On April 4, 2019 he took part in the VI Moscow Legal Forum “The Russian Legal System in the Fourth Industrial Revolution”, where he delivered the report on “Implementing Digitalization in the Kazakhstan Transport and Logistics System: organizational and legal aspects" on the conference “Digital Economy: Conceptual Basis of Legal Regulation of Business in Russia”.

Membership in professional organizations in the editorial boards of scientific journals

In 1996-1999 and 2001-2002 President of the Association of Educational Institutions of the Republic of Kazakhstan.

Currently, a member of the following editorial boards: "Moscow Journal of International Law", "Law and the State" – the journal of the Kazakh Humanitarian Law University, "Bulletin of the Academy of Law Enforcement Agencies" of the General Prosecutor's Office of the Republic of Kazakhstan.
