Международный проект РОТАКС с участием Российской Федерации, вступающий в конкуренцию с иными подводными кабельными сетями зарубежных операторов и представителями рынка евроазиатского телекоммуникационного транзита, - один из важнейших факторов совершенствования глобальной инфраструктуры и правового режима электросвязи проектов. Реализация проекта РОТАКС осуществляется прокладкой волоконно-оптической линии связи по дну Северного Ледовитого океана.
