В настоящее время Европейский союз представлен широким перечнем институтов, органов и структур в области обеспечения безопасности. Они формировались поэтапно, существенно эволюционировав от Маастрихта до Лиссабона. В процессе правовой эволюции органов и структур ЕС в области обеспечения безопасности в учредительных документах Союза появились нормы, позволяющие применять механизмы углубленного сотрудничества в отдельно взятых областях и подходить с нужной гибкостью к различным интеграционным процессам. В результате этой работы в рамках ЕС был запущен механизм Постоянного структурированного сотрудничества в сфере обеспечения безопасности и обороны (PESCO).</p></sec><sec><title>МАТЕРИАЛЫ И МЕТОДЫ</title><p>МАТЕРИАЛЫ И МЕТОДЫ. В качестве материалов в работе использованы международные договоры, официальные заявления государств, а также доктринальные исследования, связанные с обеспечением международной и региональной безопасности. Методологической основой исследования выступают специально-юридическое, нормативное, телеологическое и систематическое толкование международных договоров, общенаучные (например, логический) и частнонаучные методы познания, в том числе формально-юридический метод и др.</p></sec><sec><title>РЕЗУЛЬТАТЫ ИССЛЕДОВАНИЯ</title><p>РЕЗУЛЬТАТЫ ИССЛЕДОВАНИЯ. В ноябре 2017 г. министры иностранных дел и обороны 23 стран – участников ЕС подписали пакт, нацеленный на усиление оборонного сотрудничества внутри Европейского союза. В декабре того же года, на саммите лидеров стран – членов Европейского союза, было провозглашено начало работы Постоянного структурированного сотрудничества (Европейского оборонного союза). В начале 2018 г., а именно в марте, Советом была одобрена Резолюция, определяющая перечень проектов, которые должны быть запущены в рамках PESCO. Данное обстоятельство не могло остаться незамеченным, и появление в ЕС нового механизма в области обеспечения безопасности, очевидно, уже должно учитываться при выстраивании отношений между Российской Федерацией и Европейским союзом по укреплению европейской безопасности.</p></sec><sec><title>ОБСУЖДЕНИЕ И ВЫВОДЫ</title><p>ОБСУЖДЕНИЕ И ВЫВОДЫ. В настоящей статье автор обращает внимание на то, что в условиях существующей геополитической турбулентности отношения Российской Федерации с западными и западноевропейскими партнерами переживают не лучшие времена и Россию воспринимают больше как угрозу, нежели в качестве доброго соседа и партнера в области обеспечения безопасности. В существующих реалиях анализ правовой эволюции механизма сотрудничества в области обороны и безопасности, приведенный в настоящей статье, будет полезен с точки зрения понимания перспектив потенциально возможной новой формы сотрудничества России и ЕС в области укрепления мира и безопасности в европейском регионе.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>INTRODUCTION</title><p>INTRODUCTION. At present, the European Union in the security area is represented by a wide list of institutions, bodies and structures. They formed in stages, essentially evolving “from Maastricht to Lisbon”. As the result of the legal evolution the European Union the constitutional documents contain the rules of law that allow to apply the enhanced cooperation in different areas and to approach the necessary flexibility to various integration processes. In addition, as the result of this work, was launched Permanent Structured Security Cooperation format.</p></sec><sec><title>MATERIALS AND METHODS</title><p>MATERIALS AND METHODS. The article is based on treaties, declarations of States and doctrinal research on the law of treaties. The author relies on various methods to reach their conclusions, among which treaty interpretation is most frequently used.</p></sec><sec><title>RESEARCH RESULTS</title><p>RESEARCH RESULTS. In November 2017, the Ministers signed a common notification on the Permanent Structured Cooperation and handed it over to the High Representative to the Council. In December of the same year, at the European Union leaders summit the start of the Permanent Structured Cooperation (European Defense Union) format was proclaimed. In March 2018, the Council approved a resolution defining the list of projects that are to be launched in PESCO. This circumstance had a sign effect and now new security mechanism of the EU obviously should be taken into account in Russian and the EU relations strengthening European security area.</p><p>DISCUSSION AND CONCLUSIONS. In the current geopolitical turbulence, the Russian Federation's relations with Western and Western European partners are going through “hard times”, and Russia is perceived more as a “threat” than as a “good neighbor” and partner in the security area.
