Международно-правовые исследования за рубежом нормативных и институциональных основ охраны окружающей среды в Арктике, особенно в целях обеспечения ее устойчивости, представляют интерес для России. В таком плане в настоящей статье исследуются зарубежные доктрины адаптации для Арктики процедуры оценки воздействия хозяйственной деятельности на природную среду-ОВОС. Показаны различия в мнениях западных аналитиков относительно самой процедуры ОВОС применительно к Арктике и отражения ОВОС в правовых документах, применимых к региону, включая позиции разных авторов относительно необходимости и формата участия местного населения в этой процедуре.

The paper is considering teachings of foreign specialists of International Law and Policy, relating to the procedure of environmental impact assessment as it applies to the economic activity in the Arctic. Special attention is paid to views of different authors relevant to formats of participation of local population, including indigenous peoples, in the environmental impact assessment as a legal instrument.
