SAPHAROV NIZAMI A.

Born on 30 November 1960 in Baku (Azerbaijan).
In 1982 graduated from the law faculty of Baku State University. In 1983-1985 was engaged in research activities at the leading research institutions of Moscow. From 1985 to 1988 was a full-time post-graduate at the Law faculty of Moscow State University after M.V. Lomonosov; in 1988 defended his candidate (PhD) thesis.
In 1989-1991 – research-fellow, and director of the Department for Criminal Law and Procedure of the Institute of Philosophy and Law of the Academy of Sciences of Azerbaijan. In 1991-1992 – vice-rector of the Institute for Training of Lawyers under the Ministry of Justice of the Republic of Azerbaijan. From 1992 to 1994 – director of the Department for International Legal Cooperation of the Ministry of Justice of the Republic of Azerbaijan.
Since 1994 has been working at the Secretariat of the National Assembly (Parliament) of the Republic of Azerbaijan. At present is heading the Department for Administrative and Military Legislation of the Parliamentary Secretariat.
Actively participated in drafting of a number of legislative acts of the Republic of Azerbaijan on combating international crimes. Author of the draft laws of the Republic of Azerbaijan “On Combating Terrorism”, “On Extradition of Criminals”, “On Legal Assistance in Criminal Matters” etc. In 1999 was head of the Working group on drafting a new Criminal Code of the Republic of Azerbaijan.
Represented Azerbaijan at several international forums dedicated to the problems of international cooperation in fighting against crimes and international criminal justice.
Delivering lectures on international criminal law at a number of universities of Azerbaijan. Author of more than 30 publications on topical problems of International criminal law (combating terrorism, extradition, legal assistance in criminal matters, activities of the international criminal tribunals), including two monographs “Problems of the Compatibility of the Rome Statute of the International Criminal Court and National Legal Systems”, and “Commentary to the Law of the Republic of Azerbaijan “On Extradition of Criminals”.
Co-founder and co-editor of the “Azerbaijani – Russian International and Comparative Law Journal”, member of the editorial board of the “Azerbaijani Law Journal”.
