I, Radjabov Saitumbar Adinaevich, was born 1 September 1951 in the Republic of Uzbekistan. I am a citizen of the Republic of Tajikistan since July 1992, Tajik by nationality.

In 1966 I graduated from a secondary school and entered the teacher training Pedagogic courses. Upon graduation in 1967 I was appointed teacher of junior classes at the secondary school. In September 1968 I entered English Department of Zaporoghye State Pedagogic Institute and graduated from it with distinction in 1972.

From August 1972 till May 1973 I taught English at the secondary school In May 1973 I joined the Soviet Army and in May 1974 I demobilized and returned to my native place to go on with teaching at the secondary school .

In 1977 I was invited by the State Committee for Security and sent to Moscow to study at higher educational institutions of state security bodies and after graduation stayed there for service till 1992.

From 1987 till 1990 I was a post-graduate student of the Higher School of State Committee for Security and in April of 1991 defended my Ph.D degree in law.

After the dissolution of the Soviet Union in 1992, I left Moscow for Dushanbe, Tajikistan and worked as head of the office of studies, deputy head of the Higher Courses on education and science, Ministry of Security of Tajikistan and retired on a pension in 1998 in the military rank of colonel.

Since 1998 I have been working as head of chair at the Russian-Tajik (Slavic) University. In 2002 I received the scientific title of associated professor at the chair of state and civil disciplines.

I am the author of more than 40 scientific works, among them monographies such as “Islamic Factor and Armed Opposition in Afghanistan”(Moscow, 1993), “War Crimes as Grave Breaches of the Rules of International Humanitarian Law”(Dushanbe, 2001), “International Humanitarian Law in Central Asia: Problems of Theory and Practice”(Tashkent, 2002), manuals such as “A Theoretical Course of the English Language”(Dushanbe, 2001), “The Islamic Factor in CIS”( Dushanbe, 2003) and coauthor of the textbook Conflict Studies(Dushanbe, 2004) for the higher educational institutions.

I am married and have a son and two daughters.
