BALAN OLEG IVANOVICH

Oleg BALAN was born in the village of Cirpesti, district Cantemir, the Republic of Moldova. In 1986 he finished the secondary school, where he worked as a teacher from September 1986 till November 1987. After he had served in the Soviet Army in 1990, he entered the Bucharest Military Academy “Alexandru Ioan Kuza” (Romania), Law Department, which he graduated with distinction in 1994 year. After graduating, from August 1994 till December 2002 Mr. Balan worked as a professor at the Public Law Department, the National Police Academy “Stefan cel Mare” Ministry of Domestic Affairs of the Republic of Moldova. He worked also as a senior lecturer, chief of the Public Law Chair, dean of Law Department, Police Academy “Stefan cel Mare” MDA the Republic of Moldova a director of Military Lyceum MDA the Republic of Moldova. In 2003 Dr. Oleg Balan was named the Director of Public Administration Department, Academy of Public Administration, office of the President of the Republic of Moldova.
Oleg BALAN received his Ph.D. in law science from the State University “Babes-Boliai” of Cluj-Napoca (Romania), where he specialized in international public law. The theme of his doctoral thesis was “International Terrorism”. In January 2001 the High Attestation Commission accorded him the scientific title of Docent (university lecturer). He teaches the course of International Public Law, the special courses of International Humanitarian Law and International Penal Law at the Academy of Public Administration, office of the President of the Republic of Moldova.
Dr. Oleg Balan has published 45 scientific works. Some of them are two monographs: “Terrorism – International Crime”, and the co-author of monograph “Terrorism and Antiterrorism”, he is also the co-author of text-book about the international public law the 1st and the 2d volumes and the co-author of international humanitarian law text-book.
At the moment, he works on the 3d volume of international public law text-book in Moldavian language.
