TUZMUKHAMEDOV BAKHTIYAR RAISOVICH

Bakhtiyar R.Tuzmukhamedov, b. 1955, is the Counselor to the Constitutional Court of the Russian Federation. He provides international legal advice both to judges and the Secretariat of the Court. He concurrently serves as Professor of International Law at the Diplomatic Academy of the Russian Foreign.

A graduate of Moscow State Institute of International Relations (Class of ’77) where he received basic legal education, in 1979 he returned to his alma mater to work on dissertation, in which he covered the UN work with regard to the Indian Ocean peace zone proposal, which he successfully defended in 1983 and was conferred a degree of the Candidate of Juridical Science. In 1994 he received an LL.M from Harvard Law School. His graduation research paper dealt with the interpretation of discrepancies in authentic texts of international treaties.

In 1987 Bakhtiyar R.Tuzmukhamedov served as an advisor with the Soviet Delegation to the UN Ad Hoc Committee on the Indian Ocean. In 1989-90 he was assigned as academic adjunct to the Soviet Embassy in Washington, D.C. In 1991-92 he was a member of a group of experts of the UN Institute for Disarmament Research. In 1994-95 he was a Civil Affairs Officer with the United Nations Peace Forces in the former Yugoslavia and in that capacity he represented the UN in Central Bosnia (Maglaj Salient), serving at the same time as an adviser to the British Cavalry Battalion. In 1999-2003 he was a member of the group of experts on the ICRC Study on Customary Rules of International Humanitarian Law. He often appears as speaker or panelist at international events, including the annual meetings of the American Society of International Law, the annual International Military Operations and Law conferences organized by the US Pacific Command, conferences on Contemporary Legal Issues held at the George C. Marshall European Center for Security Studies.

Bakhtiyar R.Tuzmukhamedov has authored and co-authored several books published in the former USSR and in Russia, as well as in the United States and else where. He has also authored numerous scholarly articles. Since 1985 he has been a regular contributor to major national newspapers. Together with Professors Boris Klimenko and Valery Kuznetsov of the Diplomatic Academy and Professor Paul B.Stephan III of the University of Virginia School of Law he co-authored and co-edited a major study on International Law and International Security: Military and Political Dimensions, published simultaneously in the former USSR and in the United States in 1991. Bakhtiyar R.Tuzmukhamedov is Deputy Editor-in-Chief of the Moscow Journal of International Law and member of the Editorial Board of the International Review of the Red Cross. He is a member of the Executive Committee of the Russian Association of International Law and a Rapporteur of the Committee on Arms Control and Disarmament Law of the International Law Associa-tion. He is also a member of the American Society of International Law. He is a member of the Board of Experts that advises the Chairman of the State Duma (the legislative chamber of the Russian Parliament) on matters of international law. He sits on the Board of Experts of the PIR-Center (a Moscow-based think tank that deals with nuclear non-proliferation and international security) and on the Advisory Board of the New Horizons Project, Inc., Cambridge, MA (a non-profit group that promotes educational exchanges between Russia and the United States).
